Quantum technologies, artificial intelligence, and scientific governance in Latin America

Abstract
This article examines the relationship between emerging quantum sciences, artificial intelligence (AI), and science policy in Latin America. It argues that, although these technologies hold transformative potential for economic modernization, their development requires large-scale infrastructure, sustained investment, and coordinated regional strategies. The analysis highlights the structural asymmetries that limit the region's capacity to generate autonomous scientific ecosystems and underscores the need to strengthen intergovernmental cooperation. Building shared research platforms, such as photonics laboratories, hybrid quantum computing centers, and synchrotron light sources, is essential to avoid technological fragmentation and to promote science as a public good. The work also addresses the political dimension of scientific development, emphasizing that the right to science must be recognized as a pillar of democratic governance and sustainable regional integration.
